In 1998 the New Zealand government announced that it was going to introduce a “Code of Social Responsibility”, which would focus on the relationship between citizens and the State, particularly in regards to social welfare. A discussion booklet about the code was posted to over 1 million households in New Zealand, eliciting 94,303 responses. This artist book by Killeen was made in reference to this initiative of Prime Minister Jenny Shipley’s government. It is made up of 15 paper bags, stapled together, with packing and safety warnings mounted or stamped on each bag. Killeen’s alternative ‘safety drawings’, against running with fish etc., are interspersed between the commercial stickers.
